The papillion Rural Fire protection district (the district) brought an action for declaratory judgment to determine the rights, duties, and obligations of the district and the City of bellevue (the City). This suit arose as a result of the Citys partial annexation of property formerly located within the district. The district court granted the districts motion for summary judgment and entered judgment against the City in an amount which was to be calculated using a formula set forth in the courts order.
